This unit is designed for entry heights between 35" and 44", so it will work perfectly for you.

The Phoenix USA Rear Hub Cover w/ Pop Out - 8 on 275mm - 33mm Lug Nuts - ABS Plastic, part # PXQ822R, has lug nut covers. They attach to the lug nuts on your wheel. This should work on your 19-1/2" wheel.
